So it's better to take up a little tier 2 city like nagpur and develop it as new capital city with proper planning with only official buildings , more greenery and less pollution.

You can search for Neopolis which is a upcoming city and building another Hyderabad city with world class infrastructure. 1acre was sold more than 100Cr. Hyderabad expanding more than ORR and building RRR and across Metro connectivity. I also don't want Hyderabad to be populated but here state govt is planning to built another upgraded Hyderabad to overcome those issues.
