If u had watched OG dragon ball, if not for goku stopping kami, kami fully intended to kill piccolo as well after the 23rd tenkaichi budokai which would mean that forced assimilation between namekians isn't possible. This is also shown during the namek saga where nail gave piccolo permission before piccolo fused with nail

Goku who has been training for 5 years should be able to deal with raditz. In the original he had basically stopped any hard training for the time skip so barely got stronger
