Hiruzen should have told Kakashi that through his neglect of Naruto's training, He was dangerously close to putting Naruto on the path to being another Orochimaru. And if it was left unchecked, Naruto would have been a flight risk, Willing to abandon the village, If it meant getting any fair training. Somehow I don't think Kakashi would want 2/3 of the only Genin team he's ever passed went Missing-Nin to be on his record.
