The Five Great Ninja Villages seem to be the most powerful military forces in the entirety of the Naruto world. Despite each kage being under the Daimyo who possesses other forces and controls vast armies, it is shown that the various kage can declare war all on their own, and these wars can become world wars. The last great ninja war set just prior to the beginning of Naruto was the Third Shinobi World War. In this war, we saw nations team up against other nations, with what felt like the whole world against Konoha. The war ended, and each nation went back to being what it was before, like nothing had ever happened. But what if it didn’t?
