Why would you want a story to star in the middle of the story? Plus, the Chunin exam was boring anyway. And the whole Exam part if it doesn't even make sense as the only "exam" part of it was the BS first part and none of it even shows what makes a good Chunin in the first place. It's nothing more than a written exam that is way above their knowledge, then a Hunger games style of team Battle Royale, then a who can last the longest in 1V1. I don't see how any of that proves anyone has what it takes to be a team leader, let alone a promotion.
