This is gonna be a little long but here we go. Normally in the game if you capitulate as France you can just click the decision to just form it, but you die as France and the UK just takes everything. The way I did this was by going into console commands and typing "event france.11". Then a pop up shows up which then you click yes to. After that type "event news.35" which then shows a pop up for the birth of the union. Press play and wait a day then it should form. I hope this helps.
