Just because Japan is in the allies, doesn't mean the USA would join the Axis. In fact, if Japan is in the Allies (M-R pact wouldn't be enough to do this, mainly because the UK and Japan are diametrically opposed, idealogicaly), the UK and Dutch would be supplying all the oil Japan needs. No reason for Pearl harbour to happen. The whole premise is borked, tbh.
