What is a Cambridge Change?

In regards to making videos longer, I often feel that in the diabolical definitions videos a 'why should we care section could be added. This video is a good example. It seems interesting, but I find myself wondering what I should do with this information.

To put it in a metaphor, I tend to see the predicates as "tags" that attach to an object or a person. Substantive changes implies the subject picks up or remove the tags on their own, while mere changes implies the subject having tags attached to or removed from them via external means.
