What is a Heat Trace System And How does it work?

How much is the magger between the two end of heat tracing cable? I checked this cable phase to neutral core are short.

I am carrying out electrical repairs on an empty property. As soon as I turn the breaker on supplying the heat tracing system the unit on the wall makes a constant loud buzzing sound which I've never had in this block of flats before so assuming it's faulty. If I leave the supply off for now will the hot water cylinder still work as normal?
