What is a Local Plan?

Chelmsford is a great place to live - with impressive higher education campuses, parks and nature reserves, popular venues, and great shopping. But what will it be like to live and work in Chelmsford in say 15 to 20 years’ time?
That’s where the local plan comes in. It will guide where new housing (especially affordable homes), jobs and facilities go, act on climate change and protect open spaces and heritage.
The Local Plan has already delivered hundreds of new homes, space for businesses, and new infrastructure like schools and green spaces. We have to review the plan every five years to keep up with Government policies and legislation, so we’re reviewing it to take it to 2041.
