One can make a circuit that varies between chosen extremes of capacitance.. used this for a tube amplifier for adjustable pick attack properties.

at time 3:54 on that diagram, doesn't that inductor and varactor diode form a 'tank circuit'?

Hmmm... maybe but the fact that C1 is in there and can't be easily added to the varactor capacitance (as it's neither in series nor in parallel) would make it hard to consider it that way.
