A real simple way to understand it seems to be that basically instead of running different html pages to show different content, you just have JS change page content while staying on the same html page.

Hi, unfortunately, I think you are confused. A web application does not necessarily need to be a SPA (single page application) which is what you actually described. SPAs are merely a subset of web applications. stackoverflow.com/questions/8694922/whats-the-difference-between-a-web-site-and-a-web-application The key point here is that web applications do not necessarily need to have a long load time like SPAs and only SPAs have the # addressing scheme that you mention.
