So a regional Texas Parks and Wildlife Biologist can help create a management plan to assist with meeting the requirements of the application but the first step is to fill out and submit the application which requires residents to state their management plan. Isn't this backwards?

No, Step 1 is where you identify which species you want to target for management. Step 2 is deciding which management activities you will implement and where a biologist can assist. Step 3 is filling out the applications and submitting both to the county tax appraisal office.
