Not necessarily. However, there are some circumstances where a motion has to be initiated by Order to Show Cause. Also, it is possible to get some temporary relief prior to having the Judge hear the full motion.

​​​@@jdelawfirm8388But the truth is, attorney's will rarely challenge a judge who is bias or clearly in the wrong, due to several reasons; 1) They may be in front of that judge again, and it could give them difficulty; and 2) Their oath (the bar) is to each other before their clients. The word "Attorney" is very much like a turn-key.
