Good question: The short answer is both observable and measurable. ABA relies on being able to measure behavior change but you do need to be able to observe that change as well.

Radical behaviorism takes private events into account. B.F. Skinner said that private events are behaviors, we should look into such environmental factors. Check out Acceptance and Commitment Therapy (ACT), really rad stuff!

This plus diabolical semantic flexibility- which God included as a natural property of language for some reason- is all it takes to jailbreak AI. Monopolists as gatekeepers seems to be practically impossible unless you keep AI stupid enough to work for them and why bother developing something that stupid and clearly unhelpful to humanity? I'm making a sundevil from AI :D
