At first click Menu on Insert > Drawing > New. In the top menu click on Shape > Shapes and choose how you want your border to look like star or another picture or even add custom shapes. Once a shape created, a Border menu will appear and from there you can format and resize the border.

There is an option to create Google Docs directly on Google Keep and after the Docs, you can convert it to any formatting, paragraph or language, whether it will be Urdu or not, I do not know.

Sir mera chhota sa problem hai, jo bhi words type karke select karta hoon to wo delete ho jata hai, wo words display nahin ho raha hai plse kuchh solution dijiye.
