Dear ma'am, you have explained in very easy language. Requesting you to kindly explain about Natural person or startup or small entity. And others alone or with natural person or startup or small entity. And the educational institutions comes under which catogery, according to recent amendment.

Natural person is a human being whereas legal entity could be registered entity like a company or academic institute. If a legal entity is less than 5 years old, we can call it as a startup. However, a startup has to register itself as a startup with GOI so as to avail benefits given to a startup by the Govt. Academic institutes dont come under startup but large entity (legal entity) and they dont have any benefits in terms of discount in fee etc.

You said "not to publish before filing the patent application" but section 29-34 of Indian Patent Act 1970 says that if the matter was published by the Inventor (within a window of 12 months) then it is not considered anticipation. Please clarify. Thank You.

section 29-34 talk about the exceptional incidents and they shall not be used to question novelty
