What is this law a person whose is already facing difficulties and trying to get that land which he have rights than he is paying the cost of land and is what is if the second party keep construction their and they are making and big house do he have to pay also for the expense of construction no I think the shufa he did just for land not for a house and for a building first party should stop the construction until court decision
