It stems from Minnesota's deep Scandanvian & Lutheran (and often antinomian) roots. It lands somewhere in between turning a blind eye and addressing something passive aggressively.

Minnesota Nice is the passive aggressive way of saying someone is passive aggressive. If it was actually being nice, it would just be called being nice.

Truth about Minnesota nice is that if you’re not from Minnesota they will especially do this to you when they find out. You’re not one of them. They greet you with a smile they go along with you. They are nice and kind to you. However, that’s until you turn your back to them after you said goodbye, then the Minnesotans talk all kinds of smack about you behind your back. If you’re not local to Minnesota, I would suggest not move there. Otherwise you will have no friends just cause they talk to you. They smile at you and they greet you. They’re not your friends. They’re just being nice.

As a Minnesotan and an introvert I look forward to the non-commitment. Its nice that they offer. But I really don't want to do "this or that sometime" anyways. Its the perfect state for introverts and reserved people.
