What do you mean by SCT intermediaries? BTW there is a European Commission regulation in the works, that will make mandatory to offer SCTInst for all SCT PSPs at the same costs as regular SCT payments.

PSPs offering intermediary services (SCT cases ) to Originator and/or Beneficiary PSPs, in cases where they are not themselves direct participants in a CSM;

PSP : payment service providers, CSM : Clearing and Settlement Mechanisms. pacs.008 message is used to transfer credits as individual payments between banks worldwide.
