This is because kinetic energy formula is 1/2*mv squared. and dynamic pressure is define as kinetic energy per unit volume. this means (1/2*mv squared)/volume - the mass over volume in here will give density transforming the formula to 1/2(rho*v squared)

Why pressure decreases when velocity increases in Bernoulli equation.

As per Bernoulli sum of pressure head and kinetic head remains constant (ignoring datum). Hence, if pressure decreases, velocity increases to compensate for that.
