The Pure Lands as other mythological themes in Naruto, have a connection to buddhism culture. In buddhism there is a focus on rebirth in the pure lands for the soul that has passed from the material plane into the purgatory and ascended. If we think about how the concept of reincarnation is also present in the Narutoverse, we can put some details together and form a decent theory. We are speaking about a cycle, in which chakra is recycled, meaning the souls reaching the pure lands are not doing something there, but are going into a process of being 'perfected' and sent back to the material plane as a new soul with all the qualities of the previous one. That would explain why souls summoned with the Edo Tensei do not have any memories of the Pure Lands, because they are simply not doing anything there beside being stored until a new vessel suitable for the recycled soul appears on the material plane. I am not exactly sure what completes as the trigger for the 'reincarnation ready' step, as that would imply the previous soul to be somewhat erased from the material plane matter and no longer subject to any summonings because it becomes a new entity ( unlike incomplete transitions - purgatory, or sealing voids ). It might be just that DNA was sufficiently altered for the last of the material plane strings to vanish and allow the soul to be completely recycled in the pure lands, similar to how no one managed to reanimate Hagoromo, Indra or Ashura. As we advance within the Boruto later series, we might get to see these planes in action, as there is showcased an Otsutuski God that has ascended into a higher plane. Maybe the 'gods' in the Narutoverse are somewhat in charge of keeping the life cycle process in check in the Pure Lands.
