Not even close. SpaceX already achieved Human Space Flight to ISS. To date only 4 countries are or were capable of doing this feat i.e., USA, China, Russia and U.S.S.R(before collapse)

Hope Skyroot and Agnikul push the boundaries of Commercial Space race. So ISRO can focus more on being a regulatory body and Space Research rather than focusing commercial Space flights.

The big thing that Isro chairman said about this private companies is 2 to 4 mission failure will bankrupt them. Or move them decades behind. They need heavy fundings to bare loses.

New Zealand Rocket Lab has been launching rockets using 3D-printed engines for years. I think so far they have launched in excess of 40 rockets for private companies and NASA.
