The Wilhelmus is definitely the oldest de facto national anthem. It was written to honour of the man who initiated the establishment of the first nation state in the world and includes both text and music that encapsulate its creation. That's a fully fletched national anthem in my book. The Japanese anthem may have had the lyrics but its music is clearly western and not traditionally Japanese, making it the oldest national poem, I guess? But calling Japan a nation in the 8th century is a whole other can o' worms.

It's just falacious to assume that people in the USSR were starving all the time. the Holdomor was a deliberate policy of Stalin's politbureau to subdue the Ukrainian countryside, and the Great leap forward was a mostly gross incompetence and mismanagement. Don't get me wrong, I'm a fierce opponent of Stalinism. I think Stalinism did more to destroy the worker's movement then any other political tendency in the 20th century. But this bs about everyone always starving in the USSR is just factually incorrect and stupid.

Technically the Spanish national anthem was the first one to be adopted officially, as before queen Victoria the anthem was "God save the King", so until Elizabeth's reign ends Spain's is older, but as soon as the anthem becomes "God save the King" Spain's is the second oldest. Queen Victoria's reign started in 1837, and the "Marcha Real" was adopted in 1770 officially and as the national anthem in 1834.

Fun facts: God Save the Queen was originally written as a song for the recovery of one of the Louis of France (14? 12? Don't remember). Grand Dieu, sauvez le Roi! It quickly got exported and has been a patriotic songs of almost every northwestern European country, as well as the national anthems of the UK, the German empire (heil dir im Siegerkranz), Norway, the Austro-Hungarian empire, Hawaii, Greece, Iceland, Hannover, and imperial Russia. It still is the Royal anthem of the commonwealth countries (Canada, Australia, etc), and Norway. AND is still the actual current anthem of Liechtenstein (which makes it that when England or Wales play each other or Liechtenstein, the anthem is literally just played twice). But that's not even all! The Americans have a patriotic hymn on the same melody (My country 'tis of thee) that fought with Hail Columbia over the spot of the de facto national anthem before the Star Spangled Banner came around. The Germans are very good at ripping off anthems anyway, cus they have a patriotic song on the Wilhelmus melody as well. And they themselves got ripped off because when Austria Hungary wasn't ripping off the UK it was ripping of Germany's current anthem with lyrics hailing the Austrian Kaiser. And we're not done yet because luck would have it that the words of the former East German anthem fit rather nicely on the melody of the current (and thus West) German anthem, and some people call for a 'true unification of the anthems' by singing the East German lyrics to the West German melody (which to be fair makes the song 20 times more awesome and 6 times less old timy).

God Save the King was originally written in the late sixteenth century by John Bull, an Elizabethan Composer. It was used to honor Elizabeth I, but it had no lyrics. In 1685, King Louis XIV was forced to undergo a surgery. His royal composer, Jean-Baptiste Lully, tried to set a new tune for Domine, Salvum Fac Regem, but the Latin did not fit John Bull's music. When Lully translated the Latin hymn into French, it came out as “Grand Dieu Sauve le Roi.” After making several alterations of his own, Lully first performed the music in 1686.
