For reforms, pakistan does not need money from IMF. IMF provides money for capital flight due to sudden unseen circumstances. But the fact that pakistan knows what are the outflows. fact that Pakistan borrows money from IMF states that pakistan is unwilling to do reforms (real ones) and thus this money will be spent on funding current account deficit. 26th program already underway
