There is a big problem with Pakistan imports and custom officials. The custom officials are clueless about the products being imported. If a technical item is being imported, without any technical knowledge the appraiser will declare the value based on subjective opinion. Take a simple example, a badminton racquet made from fiber glass will be lighter and cheaper than the one made from steel. If the ruling does not exist, they will increase the weight to that of a steel racquet and use the steel racquet rules for a fiber glass racquet. The materials, construction, techniques are very different. Custom officials also don't want to work. If your item is slightly different from normal, they will impose lots of taxes based on subjective ruling to get money out of you. Custom officials make imports so hard and the industries are being supported by the government but the officials don't recognise it. Solar battery is a category in the import schedule. The custom officials will put all batteries under lead acid batteries, even if they are made from lithium chemistries. They will impose those taxes and duties and add extra ones because it is lithium. Introducing new products in the market is next to impossible for small business because of above issues. It is mostly small business who will innovate and move the industry forward. The big players do not risk it until they see a reward. That is why the culture in Pakistan is so toxic for the business folks who want to do honest work. No one supports them in any shape way or form. To make matters worse, each step is made harder and more expensive. Only Allah can give hidayah to people, because as people we make sure we don't receive it.

That is because corrupt officals buy these posts for hundred of thousands rupees bribe. So they can scam importers ruling the power of law. People are willing to work in Proper way and pay taxes in fully. But you cant compete with an importer who wire money trough backdoor money laundring ways. Unless law is imposes for every one the same way.
