This is wrong I work in IT for and to just blame it on the IT system is WRONG. The system follows your set process, so if mali na ang proceso and you input wrong values, then the system will produce wrong output as well. Sabi nga Garbage IN, Garbage OUT. And to be fair when Philhealth started they were able to do their job well even without a system and manual process. Dapat may back-up plan even without a system. If your process is solid and well thought out, even if down and system you can still do your job. That's how it works in EVERYTHING. Which means and problem dito is the MANAGEMENT, di maayos mag trabaho ung head nang Philhealth and the board, kaya I'd say palitan yan nang mas COMPETENT, alam ang ginagawa at related ang experience sa Healthcare. That is the STRONG message for you for next head or employees to STEP UP, at ayusin ang trabaho dahil BUHAY ang naapektuhan dito.

Wala po akong experience sa IT, pero gusto ko lang po magtanong. Hindi po ba ibig nilang sabihin is outdated ang systems nila? Like marami nang bugs at tsaka input mechanism na nag allow sa unauthorized changes sa data? Agree naman po ako sa fault din ngn management.

Basic IT lang ang alam mo ngyabang ka na. Ang IT system can be improved to automate the processes. It is not optional these days ang automation esp. on a nationwide scale operation.

But it's the management responsibility to upgrade the system and install the latest security patches not only sa systems but on the servers as well. Kaya they have plan and budget to address these concerns, kaya din it's easy for hackers to exploit ung system. Same as din sa devices natin we usually get security updates etc. but for enterprise system usually upgrades and improvement comes with a cost po.

Yes systems can be improved and be automated, but for you to even start automation, you need to make sure that the output is correct. But the Management is still liable to upgrade the system if it's outdated, fix the bugs/issues, and also issue improvements of the functionalities and security, based on the either user feedback or the latest practices in cybersecurity, etc. Kaya po I don't fully agree with blaming it on the system because they should have a plan on this po. And you will create and modify this plan every year as long as the system is active or in use.

I worked as computer tech/programmers, wag isisi sa system yan.. Before the system implemented, first it must be approved. Maraming process. The system can be manipulated though. Dapat may back up lage kung sakaling magkaroon ng system failure. Yan ang panget ang government, pag bago ang uupo binabago lahat kasi ayaw nila masapawan ng dati na hindi sila may gawa..dapat name nila.. Bakit magpapasok ng mga bagong tao na unqualified..ano na administration?

How can you tell? Did you diagnose their system? She said "yung mga magagaling umalis na" because of how messed up the system is, especially at nationwide scale, the problems could be worse than we can assume. I do not have any experience of developing complicated systems and handling database with millions of records. But I did witness the enrollment system of my college school, that it can be really slow just to add or modify one account. This is from STI. Now imagine a system for managing millions accounts. Granted, you can say it can be improved. But how? We do not have any clue about their specific problems in the system. There might be overlooked flaws, it is all messy even their best ITs quit.

It's wrong to blame the IT system. It's always the users. The people that make decisions. Decision whether to continue or discontinue using the system. Having said that. politicians like rodrigo duterte and bongbong marcos are also to blame, because they're the ones who put disqualified and incompetent people to run the agency.
