This is still happening? 10 years back i was on a train from South india to Varanasi which went to Bihar and it was filled with drunk biharis! They slept on reserved beds and on the concourse didn't even leave space to walk, railway police too couldn't do anything(due to so many people)! Horrible experience but it was a decade ago. They will do the same thing in bullet train, spit everywhere and make even world class amenities horrible.
