Surprisingly, alot of that is set up by influencers or their management. It's easy press and makes their names trend. If they don't have it set up prior, influencers sometimes put themselves were they know the pap will show. Like the stars you see at the same "hot spots" in LA time and time again. Some will go as far as to send an anonymous tip. Unfortunately, for celebs like Emma (who genuinely like to keep there private lives private) it's a big cash grab to get something from them. Since it's harder to pin them down it can get creepy with how they find them.
