Abuja was conceived as an ADMINISTRATIVE city like Washington D. C, Brasilia and Canberra and thus was not designed to have skyscrapers like Sandton; you'll find those in Eko Atlantic.

By the way Abuja was conceived in the 1970s and construction began in the 1980s so the buildings reflect the times. In London, Paris, Rome, you will find older buildings.
