Districts need to be drawn to have only 4 corners. Square or rectangular. No puzzle piece districts.

In 2010 there were issues with census counts in some areas where data was written down as double in lightly populated cities to get more funding. But this also throws off districting and possible voter registration fraud. As extra votes from that area can be cast and the numbers line up.
