What's the difference between Tax Exclusive and Tax Inclusive in Xero

It’s really just a irritant, all invoices show the total amount inclusive, occasionally some will not show the exclusive, so only inclusive seems to be required, I would like to remove it as an option from the menu list as it seems to be some sort of option that may have some relevance in an alternative sales tax system, potentially the USA, it seems convoluted.
