The Super Saiyan transformation is a 50 times multiplier, so Krillin with a nose would around twice as powerful as Goku before he goes in the Time Chamber. That is impressive and might be able to defeat Seventeen and Eighteen, but Cell was at least stronger than Seventeen just before he absorbed him, meaning that Semi-perfect Cell is probably more than twice as strong as Seventeen. SSJ Goku(before entering the Time Chamber) was weaker than Seventeen, so logically Krillin with a nose is actually weaker than Semi-perfect Cell.
