It was first biult to hold the truth of the War in Heaven. The nightmare of that war was so bad it left their race overwhelmed by greaf, so they hid the truth and turned the tales into myths, so their children would not have to live with such pain (3rd to 5th edition lore). They have added a lot more lore since, increasing the knowlegde kept within it.
