What to do if you can not send or receive pictures messages (MMS) in Samsung devices

Thank you so much! My husband and I have the same Samsung phones, only that lately I was not receiving any of this MMS messages. They will show as grayed out and they would not download to view the picture. The difference is that when I am connected to WIFI I turn off the data, he keeps the data on at all the times. Once I put the data on I was able to retrieve his MMS. It is rather strange because I can receive MMS from other people even if they have Samsung phones without having the data on and this issue with not being able to receive my husband's MMS only started recently.

When I get an attachment on my S10+ either text or email and I try to download it, I get a message that says "Download err". This is a recent development.
