"4 STEPS TO GET A US STATE ID AS AN F1/J1 VISA STUDENT
Step #1: Visit the website of the state agency that issues state IDs or drivers licenses, this is typically called the department of motor vehicles.
Step #2: Visit your local Department of Motor Vehicle office (DMV) to Submit An Application for your State ID and provide documentation
At this office, your photograph will be taken for your US state ID, as well as your fingerprints, and an electronically signed signature.
For proof of your identification and your age, it’s best to use your international passport.
For proof of your residency in the state, you can use documents such as bank statements, cell phone bills, a rental lease agreement, or a tuition bill that has your US address. If you want to obtain a REAL ID State ID, you would need to provide at least 2 different documents proving that you reside in the state.
For proof of your legal US presence, an original copy of your US visa, a signed form I-20 (for F1 students) or DS-2019 (for J1 students) and your I-94 travel record is best.
As an international student, the end date on your I20 or DS2019 would determine the date of expiration for your state ID.
There are 12 states that allow you to obtain a State ID without a driver's license. These states are: California, Colorado, Delaware, Connecticut, New York, Utah, New Mexico, Maryland, Illinois, Vermont, Washington, and Hawaii. If you reside outside of these states, you might be allowed to obtain a driver's license if your can present a social security number letter of ineligibility.
Step #3: Paying the non-refundable application fee. Depending on your state, the cost of a state ID can be anywhere between $10 and $90.
Step #4: Obtain a temporary state ID in a paper form at the local office, and a plastic ID card in the mail within a few business days."
