You pretty much nailed it this time. Well done. :) Only one slight mistake: Model local rules are not under rule 8 of the rulebook which is "Course Played as It Is Found". MLR are Section 8 under "Committee Procedures". Committee Proceedures are not included in the rule book, but is a seperate section of the Official Guide to the Rules of Golf. Nitpicking here, but minor misunderstandings can, in my experience, lead to very big mistakes on the course. :) I have to commend you on your explanation of E-5 though. Not many people has this level of understanding of this local rule. Let alone ability to explain it.

rules everyone needs to know - i love the idea of the drop on the fairway should just be employed for all amateur events my dad never hits a provisional and dont know why you just never know if you'll find it in a bad area and also gives you bit of practice ha

Interesting question: you hit your ball into a (thick) bush, when you get there you can see a ball in there and assume it's your ball, but cannot reach it to identify (without hurting yourself) - are you entitled to take an unplayable drop (2 club length) ... or is your ball lost and you have to go back to the tee?

Is the final example still a 2 stroke penalty? For example on a par 4, let's say you hit a great first drive into the fairway, then on your 2nd shot into the green you think it's good but when you walk up to the green you realise its gone too long and is now lost. If going back to the original shot location is not possible due to pace of play reasons are you then dropping in the fairway no closer to the hole for a 2 stroke penalty? So after the drop you're hitting your 5th shot?

Basically that new Local rule acts as if you hit a decent provisional to that spot 2 club lengths in from the edge of the fairway, and you hit your next shot (your 4th if this was off the tee) from there. It's a pretty good, fair shorthand for just getting on with it in a case where you didn't hit a provisional for some reason. But it's better practice to get in the habit of hitting a provisional......or better yet, stay out of the junk. Oh, if only it were that simple. 😅

I really wish the possibility of a local rule (dropping with 2 shots penalty) becomes an official rule. We always play it among our group in casual rounds like that, although it's no local rule (I suggested it to the club but they won't listen). We've got a dogleg there with danger of OOB which you hardly can see from the tee ... and usually it's the same again with a provisional ... so we just agreed upon that between us.

While The E-5 model local rule is definately a way to save time, it is unfortunately too much of an advantage to have as an option for elite and professional play. What it effectively does is give you a safe ball in the fairway as oppose to actually having to hit it there. This particular local rule can actually in some situations become a huge advantage over having to play a provisional or new ball from the tee. Namely on dogleg holes. If this rule is in effect, you might have a lost ball in the dog leg, and even though you are only able to hit it, say 200 meters, you might find yourself in a situatiion where your 200 meter carry will see that the reference point, no nearer the hole of where your ball is presumed lost, will be easily 50-100 meters closer to the hole than you are physically able to hit it. This is the main reson why it is not a popular local rule in co,petitive play.

Surely if you hit a ball in the trees, hit another without declaring a provisional, it becomes the ball in play?
