The states have their own lists of who they can and cannot sell firearms to on an interstate level and most in New England are pretty strict, anyway. I can't even go into N. Carolina, living in Virginia, and get a gun, even though the laws are looser in Virginia. It'll usually be a case of, "We'll ship it to a Virginia dealer".

You need to have identification and a background check and fill out a NICS document correctly, and there are plenty of ways you can be denied, even after being paid. To get a therapist you simply call and get an appointment set up, sometimes without having to leave the comfort of your home via digital sources. Someone without any form of US citizenship AT ALL would not be able to buy a firearm in a US store because they would have 0 Identification.
