Proving an intentional criminal violation requires a high standard of evidence beyond a reasonable doubt. The classified nature of the payments alone doesn't necessarily prove unlawful intent. The payments were personal in nature, not campaign-related. The affair with Stormy Daniels happened many years before Trump was a candidate, so the motivation was to protect his personal reputation and family relationships, not to influence the election.
