with the fine (merino jacketed) fiber - would there be less waste if the fleece was already quite clean and washed in locks?

Yes. The cleaner and nicer the fleece is, the less waste you will have. (There is a HUGE difference.) Also, the longer the locks are, the less waste you will have. The merino I tested in this video was in very poor condition, and because of this had a lot of extra waste.

Out of curiosity, could you tell me the center to center spacing on the tines of the different combs? I am leaning towards getting two sets of combs (one set single row, and one set double row) but I am not sure which "fineness" for which set or if I should get the middle for both.

Yes, the Extra Fine Combs are 3/16 and the Fine Combs are 1/4.
