Most times it depends on the scholarship requirements, some will need you to apply first while others you can apply at the same time.

Thanks for the information. Pls for the recommendation letter. Can you get your referee to do a letter you can use for multiple applications to several schools? Or each recommendation letter has to carry the address of the school you are applying to? Am asking bcos some referees tend to be busy most times

Sure! Some referees may even prefer to use "To whom it may concern" so that you can use it for a variety of schools.
