Once the promotion is initiated , what will we do to be cleared . How much time will it take to clear if it is pending at HR queue

My promotion was initiated 9 months ago and it is still pending at HR queue

It is very common answer they give. Many hardworking people are waiting. One got same answer with AAAA BANDs. So hopeless now. Don’t know why HRs are not promoting good performers as well.
