1. Killing the Joker would cost Batman Jim Gordon's trust. Gordon wanted Bats to take Joker alive even after he shot and paralysed Barbara, and subjected Gordon to horrific psychological torture, and made sure he stayed alive to stand trial even after No Man's Land when he killed Sarah Essen. Batman needs Jim Gordon on his side. He's 's one of his most valuable allies. 2. Occasionally Supes benefits from Lex's brains. Their brief alliance in Final Crisis, for example. Besides, Lex and the Joker always survive somehow! 3. I dunno, I think Ollie neglecting Roy to the point where he didn't notice he was doing heroin until he caught him shooting up blows that one out of the water. Sure, Arrow's not a detective on Batman's level, but come on!

In Cry for Justice, Prometheus did more than blow up Star City--he cost Roy Harper/Speedy/Arsenal his arm, and killed his kid, Oliver's "granddaughter." It was purposely done to push Green Arrow over the edge.

But when he kills a terrorist who destroys entire cities and mutilates and murders supers on the regular--Prometheus kept the *hide* of one victim as a rug on the floor of his lair--both the League and Star City itself chase him down and ruin him. It was absolute gibbering nonsense.

And I know fans complain about the latest incarnation of the Teen Titans pulling this stunt as well but to be fair they were put into a lose-lose situation as the team suffered in a way two defeats that resulted from the discovery of Damian's secret supermax prison beneath Mercy Hall those being the death of Will aka Roundhouse's sister which he chewed Damian out for, and the seemingly permanent death of Slade "Deathstroke" Wilson at the hands of Red Arrow which forced her to leave the team and head back to Seattle to live with Ollie, and Dinah possibly for good. So the team was left with a hard choice leave the villains imprisoned, or have Djinn do what Zatanna did years ago and mind-wipe all of the villains imprisoned with the hopes of them living better crime-free lives, and even though the entire team agreed to Djinn doing the prison-wide mind-wipe, both Wally, and Djinn stated they wanted it on record that they thought this was a bad idea, along with the warning that there would be massive massive consequences if the decision to have Djinn do the prison-wide mind-wipe comes back to bite them in the butt.

Derrick Haggard Not to mention that the team didn’t trust each other, even though Damian and Wallace were the only two members of the pre-No Justice rebirth run and went through a lot of character development, especially since at one point in that run Robin kicks Kid Flash off the teams after the events of The Lazarus Contract and then took them a while to make amends and then afterwards Kid Flash was back on the team. And you think that both Robin and Kid Flash learned a lot about trusting their teammates and basically everything they learn from their friends: Beastboy, Starfire, Raven, and Aqualad, when they were on the team and learn not to use them as tools with their new friends/teammates: Red Arrow(Emiko Queen), Djinn, Roundhouse, and Crush

The "Justice Lords" resulted from The Flash being killed, which made them rethink the way they worked, and decide that they were allowing the major villains to get away with too much over and over again. They thought that the only way to bring peace to the world was to finally do away with these villains who had caused so much death and chaos repeatedly. The problem was that once they removed the major ones, then they started targeting the minor ones, and then eventually EVERY crime warrened their attention (including missing the trash can with a piece of paper on the sidewalk). It was an uncontrollable spiral which didn't end until they encountered another universe version of themselves where The Flash had NOT died, which lead to a whole Batman planning out how exactly to be able to stop every single member of the Justice League to make certain that the Justice Lords never happened in HIS universe.

Wonder Woman did that solo. It didnt take place in a Justice league comic. Green Arrow killing Prometheus did take place in a Justice league comic so it counts. Something I find really annoying with the DC universe. Whenever one of the heroes kills a villain that does something on a grand scale (Like blows up a city, killing millions of innocent people) they are chastised for it. I'm sorry, but you WANT a villain with a kill count in the millions to be left alive?
