Yes you can connect Google account and backup your chats to Google drive

There's no option to deselect backup to Google Drive. And you can only backup to GDrive. I found that you can straight away copy the entire folder under Media folder to an external source and archive it or whatever. And then just extract the folder to your new phone or existing phone that has WhatsApp removed already.

There is anyway to download whtsapp backup data from Google drive and restore into my 2nd account, but my backup for 1st whtsapp account not 2nd account but i want to restore it into my 2nd WhatsApp account

You can't download WhatsApp backup from Google drive. Best method to transfer your data is to restore your data in 1st account and then change phone number

Local backup restore nahi hota. Jo google drive pe backup hai wahi restore hota hai. Or agar google drive main backup nahi hai to can't find backup files ka msg ata hai or koi bhi chat restore nahi hoti. Don't make fool.

Try to find local chat backup in file manager. If you can find it, you can easily restore your chats using that backup
