The solution that works for me is I downloaded an old version 2.24.22.73 whatsapp apk you can find them here whatsapp-messenger.en.uptodown.com/android/download/1033811234 just don't use the newest version since has some issues with old google pixel phone and some androids

The workaround is: send the video as document in Whatsapp. When sending, choose to send a document, then select the video and send.

This is a glitch in pixel phones untill its fixed in the next update you can try uninstalling and re-installing the whatsapp app also Try go to settings-->storage and data --> and set media upload quality to HD quality
