BTW, due paucity of IPv4 addresses, many ISPs, atleast in USA, now use private class A network addresses, thereby not exposing the user to the internet at large for incoming connections. And, in turn, made the "public IP" as a separate product - after all, public IP is really needed for an ability to reach a service running there - not really needed for general internet access. The average user with limited networking skills is also better secured than before.
