You need 7 to get a single character of your choosing and you need 15 to get a character's alternate costume (if it's available). Edit: Also, tears are limited to that banner. For example, if you get say a Fauna duplicate, you can only obtain a Council character or a Council alternate costume with those tears. You wouldn't be able to get say a Gen 0 character like Suisei with a tear that you got from Council.
