Wally is the only speedster to remember previous timelines and he himself can take away someone's speed to make them slower. I know Sonic Archie Comics has the make a wish speed ability but that would be a bit infective for a man who bypass anything that could kill him. But then again, it's kinda hard to tell who would win since both can end a match, it really depends on the one writing the fight since no matter what the feats are, we can't measure speed, so it would have to go down to whoever makes a mistake.
