More of an anti-hero if you read the Zed comic he's not as bad as lore and interactions sometimes portray him. He does bad things to reach a good goal, he rides the fine line between villain and hero.

His intentions are good, but he's currently (knowingly) commiting genocide against the Vestaya by building towers that suck the magic out of the land, which kills them, drives them out of their land (since they need magic to survive); and cause the Vestaya's birth rates to decline.
