@reecosmicatomsb8576 Reforms requires political mandate. MMS as FM got that from PVN in 1991. The RBI treasury didn't have enough dollars to purchase onions from Pak for the next fortnight. So, sheer necessity forced India to reform, liberalize and open up the economy for FDI in key sectors. Two AI plane loads of abt 250 tonnes of Indian gold was kept as security deposit/collateral in London to get loans from WB and IMF to tide over the balance of payments crisis. When MMS was PM and Pranabda was FM, India brought back 300 tones of gold to RBI.
